Inspection Services

Property Condition Inspections provide a quick, reliable confirmation of the subject's current property condition. JVI’s PCI allows our clients to make faster, better-informed decisions and save on property valuation costs, but also meets the Interagency Appraisal and Evaluation Guidelines for a condition report to supplement AVM’s. The PCI can serve in many applications, such as:

  • • Post loan funding
  • • Pre-qualification
  • • Current value reviews
  • • Reverse mortgage


Both Interior and Exterior Property Condition Inspection specifically excludes incidental repairs and normal general maintenance. The report is not an inspection of the actual function and failures of the structure and the mechanicals of the building.


PCI Exterior
The Exterior Property Condition Inspection is a general condition report of the subject property and neighborhood. The report is meant to be only an overview of the basic structure and mechanical systems as seen from a government easement.

PCI Interior/Exterior
The Interior/Exterior Property Condition Inspection is a general condition report of the subject's property and neighborhood. The report is meant to be only an overview of the basic structure and mechanical systems with a visual walk-through of the interior and exterior of the property.

Mortgage
These services include photos and a description of the property, informing our client whether a property is occupied by the mortgagee, abandoned or is in disrepair. Our inspectors can schedule a meeting with the mortgagee or simply drive by the property to verify the occupancy status.

Contact
If contact is required JVI will attempt to contact the occupant up to three 3 times on 3 separate instances over periods of 3 to 10 days, depending on the clients' requirements. Attempts are made at varying times throughout the day(s) in an effort to make the best possible attempt at reaching the occupant. Upon contact, JVI will gather information from the occupant including the occupant's identity, contact information, relationship to mortgagor and mortgagor's contact information if different from occupant.

Loan Modification Packet Delivery
The Loan Modification Delivery Process is used by lending industry or mortgage insurance companies to deliver a modification packet to the borrower when all other attempts at communication have failed. JVI requires up to three variable visits to the subject property in an attempt to make contact with the occupant. The subject property is to be determined occupied, vacant or for sale and information collected on site is included in the details of the report along with updated contact information for the borrower. A minimum of two photos are required to verify the subject property along with additional photos of any major deficiencies noticed onsite are included in every report.

Insurance
The Loss Mitigation Inspection surveys the extent of the damage to a subject property reported in an insurance claim and the quality and progress of the repairs being completed. JVI then provides the client with a report of the progress made, as well as any deficiencies that may impede the schedule of work. This ensures the quality and timely completion of rehabilitation or repair work. Additionally, the Loss Mitigation Inspection prevents funds from being released until all work has been completed in a satisfactory and timely manner. This service can be completed weekly, bi-weekly or on a monthly basis from the time of assignment.

Loss Draft Inspection
When a homeowner sustains a loss on real property and files an insurance claim for that loss, a loss draft inspection is performed before funds are released to repair the damages. A loss draft inspection is essentially the same as a Draw Inspection.

A Borrower Interview is an affordable and effective collection method utilized by mortgage lenders, banks, consumer finance companies, auto finance companies, or any other type of creditor. The main purpose of this inspection service is to make direct contact with the borrower and obtain the reason for the delinquency and current phone numbers where the borrower can be reached. The property condition and descriptions will also be provided. If the borrower is unavailable at the time of inspection, a call back card will be left at the property. Upon request, the interview can be completed at the mailing address if different from the property address. However, the property condition will not be provided if the interview is completed at the mailing address.

Special Property Inspection (SPI)
This inspection service is ordered by clients to provide quality assurance and control of completed inspections. Please contact JVI for more information about this specialized type of inspection service.

Bankruptcy Inspection
A Bankruptcy Inspection will provide the current condition of the property, the occupancy status and a detailed description of any existing or potential dangerous or hazardous conditions that could diminish the integrity of the appraised value of the subject property. No contact is made with the occupants or persons residing at the subject property. If the property is determined to be vacant, the inspector will attempt to verify the vacancy status.

Tenant Verification Inspection
The purpose of the inspection is to identify the occupant of a property. In performing this inspection, JVI will attempt to contact the occupant up to three times as specified, depending on the client’s requirements. Attempts are made at varying times throughout the day(s) in an effort to reach the occupant at home to obtain the necessary information. Following a successful attempt, JVI will gather information from the occupant including the occupant's identity, contact information, relationship to mortgagor and mortgagor's contact information (if different from that of occupant.)

Sale Date Inspection
This inspection is conducted on a specific date (the foreclosure or sale date is assigned by JVI from the client relative to legal proceedings). A Property Condition Inspection is completed along with an Occupancy Verification Inspection and the occupancy results determine whether an eviction may be required. If the subject property is determined to be vacant, the property preservation process begins with the specifications of the client.

Tennant Verification and Condition Inspection
The main purpose of this inspection service is to make direct contact with the tenant and obtain the reason for the delinquency and current phone numbers where the tenant can be reached. The property condition and descriptions will also be provided. If the tenant is unavailable at the time of inspection, a call back card will be left at the property.

Leased Equipment Inspection
This is an inspection of leased equipment verifying the condition and placement of the specified equipment. Verification numbers, condition, location and color photos are required and a general report is provided.

Vehicle Identification Inspection
The Vehicle Identification Inspection is a physical inspection and a verification of the vehicle identification number (VIN) (or the motor number for motor vehicles manufactured prior to 1955). If required a visual condition report can be submitted with the report.

Merchant Site Inspection
This report provides an interior inspection to verify a merchant’s business, inventory and operations. This type of inspection can be announced or unannounced, depending on client specifications. JVI’s Merchant Site Inspections include:

  • • Business signage and address verification
  • • Commentary on business operations
  • • Observation of displayed business hours, licenses and credit card decals


Drive by Merchant Inspection
This report provides an exterior only observation of the physical location and legitimacy of a business. Photos are included along with observations of the merchant’s facility.

Occupancy Verification
JVI uses a nationwide network of vendors and inspectors to obtain visual confirmation and photographic evidence of occupancy for residential and business clents. Inspection assignments may also include additional data collection depending on the specific needs of our client.

Drive by Photos

4 Point Inspections
(1) Roofing, (2) Electrical system, (3) Heating System (HVAC), and (4) plumbing system. The intent of the inspection is to determine the components, general condition, and age of these systems.

Roof’s Life Expectancy Inspections
A visual examination of the surface materials, connections, penetrations and roof drainage systems are generally inspected for the purpose of obtaining or renewing insurance policies.

Sink Hole Inspections
A visual examination of the interior and exterior of the property looking for sign of damage which are generally found when a sink hole is present on the property.

This information is required in order to administer the Property Disposition Sales Program (24 CFR Part 291 and the Mortgage Insurance Program, 24 CFR part 203). The information is used to document routine property maintenance inspections on vacant or abandoned properties. It is also used to monitor contractor performance in preservation and protection of a property. This information is needed to monitor lender performance and document property conditions at certain intervals during the pre-conveyance and conveyance process.
